Programme Objectives

The Graduate Diploma in Public Service Management programme is intended for public sector employees and those in the ‘third sector’ or not-for-profit organisations, associations and societies who wish to further their understanding and enhance their skills in the administration of public services.

Progressing from the Graduate Certificate in Public Administration and Management, this programme goes beyond fundamentals in public policy making and management into governance and the more strategic aspects of the management of public services.

Module Descriptions

Strategic Management in Public and Third Sector

Strategic Management in Public Services Organisations sets out to connect public services management and strategic management. Strategic management is now of enhanced relevance for contemporary public services organisations, especially when considering the successive New Public Management reforms. This has important consequences for the requisite work practices, skills and knowledge bases of current public managers, as they will be increasingly asked to act as strategic as well as operational managers. This module takes a strongly comparative and international perspective in addressing the fundamental issue of strategic management within diverse public administrative traditions.


Public Service Management and Governance

Governance has become one of the most commonly used concepts in contemporary political science. Although the state may remain important for many aspects of governing, interactions between state and society represent an important, and perhaps increasingly important, dimension of governance. This module investigates the importance of governance in today’s public service organisations


Public Service Value and Performance

How effective are public managers as they seek to influence how public organisations deliver policy results? How, and how much, is management related to the performance of public programmes? What aspects of management can be distinguished? Public service organisations are expected to generate performance in terms of policy outputs and outcomes. This module investigates the effectiveness of management in the public sector.

Admission Requirement

  • MDIS Graduate Certificate in Public Administration and Management;
  • A Bachelor’s degree, recognised by the government in its country of origin, and a total of three years of relevant working experience in the public, non-governmental organisations, associations and agencies


English Language Requirement

  • At least C6 pass in English Language at GCE ‘O’ Level or
  • Pass the English Entrance Test conducted by MDIS or
  • IELTS 5.5 or TOEFL 550 or pass MDIS Certificate in English at Upper Intermediate level
