Programme Objectives


The Graduate Certificate Program in Public Administration and Management is intended for public sector employees and others who wish to further their understanding and enhance their skills in the administration of public policies and programmes. The aim of this course is to give a good overview of the key aspects of public administration – from analysis, planning and management to globalisation, in today’s economic and political climate. The skills may be applied to a range of public services including health, education and labour etc.

Management Development Institute of Singapore (MDIS)

The Management Development Institute of Singapore (MDIS), founded in 1956, is Singapore's oldest not-for-profit professional institute for lifelong learning. MDIS has two subsidiaries: Management Development Institute of Singapore Pte Ltd (MDIS Pte Ltd) to oversee its Singapore academic operations, and MDIS International Pte Ltd to further its globalisation strategy.

 

Module Descriptions


Economic Analysis of Public Policy

The subject introduces students to the field of public administration and management, and offers an overview of basic economic concepts such as efficiency, elasticity and externalities for application in public policy.

 

Public Administration and Public Policy

This module aims to provide the overview of public administration, and public management. It is intended to impress on the student that public administration forms a triangular relation with the politicians that form the government which directs the public administrators, and with the public. It is thus essential the public administrators understand the political philosophies that drive the politicians in government, as well as how the government’s public policies have impacts on the public.

 

Public Management and Globalisation

This module is designed to provide insights on the role of public sector in providing public service. It differentiates between the old and new public management, while highlighting the need for HRM activities to recruit appropriately trained staff to provide public service and be accountable. Strategic Management is covered in order to ensure that strategies for globalisation are effective, while project management provides the knowledge and skills for managing public infrastructure projects.

Admission Requirement

  • An undergraduate degree from a recognised university

 

English Language Requirement

Evidence of English proficiency for applicants whose first language is not English and who have not undertaken tertiary education.The minimum language requirements are:

  • An international English Language testing service (IELTS) score of 5.0, or
  • A Test of English as a Foreign Language (TOEFL) score of at least 500


Applicants who do not meet the English requirements will need to take up the relevant modules of the PCIE programme conducted by MDIS Pte Ltd and pass Upper Intermediate level of the PCIE preparatory course.
